
EIS (Electronic image stabilization)

This technology is mainly used for videos. EIS uses gyroscope to stabilize videos and these are found in almost every smartphone now a days, even in some of the budget phones. Since its done by software the manufacturer can save some money instead of going for harware based OIS. This technology can take some stabilized videos. All depends on optimization of the camera.
OIS (optical image stabilization)

This technology is completely dependent on hardware. Cameras with OIS can take some steady stills at low light. It’s major use is to keep the camera steady (hardware based). It may be not much usefull in terms of video as compared to EIS, but it helps quite a bit in terms of stability. This technology is seen only in high-end flagship phones.
Conclusion
If we compare EIS and OIS, EIS may seem better, since it is a software based technology and is of lower cost. But even OIS has its own pros and cannot be compared much, as both are used for different purposes.
